FY24 SCR reporting period opens OCT 4, 2024 - JAN 31, 2025

Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 204.17, and 10 U.S.C. § 4505 requires military departments and defense agencies to prepare an annual inventory of their service contracts. The analyses help inform agency managers whether contractors are being used appropriately or if rebalancing the workforce may be needed. In addition to the agency analyses, the process includes extracting contract data from the Federal Procurement Data System (FPDS) and the System for Award Management (SAM). The criteria and thresholds for Service Contract reporting may be found in DFARS 204.1703. In summary, Contractors are required to submit a SCR for services performed under a contract where:

Period of performance was for preceding Government fiscal year (October 1-September 30) The product service code (PSC) reported is in one of the identified category management areas The obligations or deobligations were in excess of $3M The Federal Procurement Data System (FPDS) is the authoritative data source for SCR. Eligibility is determined by the data input into the Contract Action Report (CAR). Contract actions that are properly coded and meet the criteria for SCR will automatically flow from FPDS into the System for Award Management (SAM.gov) for reporting. SCR data that requires correction must be edited via the CAR in FPDS.

Contracting Officers (CO), Contracting Officer Representatives (COR), and selected DoD personnel must register for a SAM.gov account using their government email address and request the FOUO Entity Management Data Viewer role (or permissions) to access/view SCR and BioPreferred reports.
